(作者按:截至 8 月 25 日,總共有 451 名來自香港和世界各地的博士生、博士畢業生及研究員參與聯署就近日香港發生的事情表態,希望香港政府盡快回應香港人的五大訴求及要求香港警察停止使用過份武力陣壓示威者及傷及無辜市民和記者。聲明全文如下。)

我們是一群本地和外地的博士在讀生、畢業生及研究員。作為一班將黃金時光奉獻給科學研究的香港人,我們除了對這個世界現象充滿好奇,也希望略盡綿力,利用我們的知識去創造一個更美好的社會,更希望我們在將來有機會可以貢獻我們的知識給香港,我們的家。

過去兩個月運動持續,並由最初的「反送中」演變成今天對真民主的訴求。政府對示威者的訴求充耳不聞,更嘗試以警察陣壓示威者的和平訴求以致社會不穩。近日行政長官林鄭月娥女士更指責年輕示威者對社會毫無建樹(Have no stake in the society),意圖標籤示威者為非理智的麻煩製造者。此番「廢青論」實在令人髪指,我們亦不能苟同。我們認為關注社會的聲音本無分權重,而事實上示威者當中亦不乏高學歷人士,並非林鄭女士口中所說的廢青。

作為開放自由的國際大都會,香港一直以此優勢吸引了世界各地的人才。可恨的是這些優勢卻被香港政府的傲慢、無能、不負責任逐一摧毀。近年眼見學術、言論自由,甚至基本人權亦受到香港及北京的政權所限制,政府的一言堂令我們對香港的前景感到憂心,如此的暴政只會令我們這班年輕學者對香港的未來感到徬徨,本懷着感恩的心回饋香港社會,但政府的表現恐怕令香港流失一班高學歷高科技高創造力的科研人才。

眼見香港處於水深火熱之中,作為香港社會的一份子,我們必須在此聲明:請香港政府正視示威者的訴求,停止香港警察對示威者、救護員、記者甚至其他普通市民使用過分武力。不要推卸問題給提出問題的人,正如你們所說的政治問題還需政治解決,社會各界已提供了五大訴求解決現時社會矛盾:

  1. 徹底撤回「逃犯條例」
  2. 撤回 612 暴動定義
  3. 立即釋放抗爭者及停止政治檢控
  4. 成立獨立委員會全面徹查警方濫權
  5. 全面落實真雙普選

The Following is English Statement:

We are PhD candidates, graduates and research staff from Hong Kong and all over the world. As Hong Kong people who dedicated our time in scientific research and the pursuit of truth, we care not only our academic achievement but also hope to contribute to our homeland with our expertise.

The protests in Hong Kong have lasted for more than two months, and the cause of the social movement has evolved from merely against the extradition bill to a call for greater democracy. The inaction and arrogance of the Hong Kong Government, which opt for police violence to silence the protesters, has brought us no closer to a peaceful resolution but only escalated the social unrest. The claim made by the Chief Executive Mrs Carrie Lam in a press conference that the protesters have no stake in the society, in an attempt to label the protesters as irrational troublemakers and disregard their voices, is unacceptable. We disagree with such a claim as we recognize that the protesters are composed of members from different sectors, age groups and other geographics. While we stress that one’s education level and contribution does not affect the weight of their voices or concerns in the society, we recognize that many protesters are highly educated and contribute significantly to the city.

As an international city with an open and free society, Hong Kong has enjoyed its advantage in attracting the most talented people from all over the world. However, the advantage has been put under serious threat by the arrogance, incompetence and unaccountability of the Hong Kong Government. In recent years, we saw the academic freedom in the city, along with freedom of speech and other basic human rights, being restrained by the ever increasingly oppressive regime in Beijing and Hong Kong. While we, young scholars, are aspired to contribute to the Hong Kong society, such a tyranny and mismanagement would only result in an outflow of highly competent and educated research talents from the city.

Seeing the city we love in such a crisis, as a member of a civil society, we make the following statement: we demand the Hong Kong Government to stop police violence against the protesters, reporters, first-aiders and ordinary citizens, and fulfill the 5 demands of the society, including:

  1. a full withdrawal of the extradition bill;
  2. initiation of an independent committee of inquiry to investigate related events;
  3. retraction of the “riot” characterization;
  4. immediate release and exoneration of arrested protesters;
  5. and a political reform for free elections and universal suffrage.
