唉,點解投票搞到咁困難?

我說的,並不是區議會選舉。大家可能有聽過,就香港大學畢業生議會在11月29日的特別會員大會,遞交授權票的規矩比起上一次(即9月1日)的特別會員大會困難了很多。今次,如果校友要用授權票方式投票,就要

(i)把授權書親身拿到港大,拿出身分證給職員核實;

(ii)在授權書上附上一個有授權者親筆簽名的身份證副本。

我身邊認識的校友對這些規矩甚有意見。他們對院校自主的有關議題的感受未減(今次的動議某程度上比起上一次特別會員大會的更「到肉」)。但他們對整個投票安排(無論是把大會放在星期日舉行或以上提及的授權票程序)感到費解、甚至憤怒,因為校友的投票權看來受到了不必要的阻撓。有校友更對我說,就算「億億聲」上落的物業維修工程的業主大會或審核上市公司大項目的股東大會都未見過把事情搞到這樣困難!

有見及此,一如小弟的性格,我決定厚面皮地以個人身份做「醜人」,向港大畢業生議會反映我收集到的意見,希望他們能給校友一個交代、及在遞交授權票安排上可以較彈性處理。我發給議會的電郵原文如下。我呼籲,如果各位校友與小弟身邊的人有同感,覺得今次安排不必要地影響了校友的投票權,及希望大家幫一幫手,不要讓我做唯一的「醜人」(雖然我已做慣了孤軍「醜人」的角色),以電郵方式把你的意見發去[email protected]。希望大家多多支持,捍衛校友投票權。

Dear Sir/Madam,

1. I write in relation to the upcoming EGM on 29 November 2015.

2. In the process of explaining procedures for voting (including the submission of proxies) to fellow alumni, I and others around me have encountered significant concerns from convocation members about the process by which proxies forms are to be collected and verified in this EGM as compared with the previous EGM on 1 September 2015. In particular:

(a) There are significant concerns about the collection of photocopies of HKID cards in the proxy submission process. There have been concerns expressed about this move being virtually unprecedented in the context of any form of general meetings of any Hong Kong-based bodies. Sentiments have been expressed to me and those around me about the perceived disproportionate intrusion of privacy in this regard.

(b) More generally, whether it be the collection of HKID card photocopies or the alternate requirement of needing to head to HKU during office hours to present proxy forms in person (and even, according to some feedback, the holding of the EGM on a Sunday), I have been on the receiving end of feedback to the effect that the logistics of the whole EGM have made it unnecessarily difficult for convocation members to vote on this occasion. This has been indicated to me to be particularly so in circumstances where if a matter has attracted sufficient attention to lead to an extraordinary meeting being held, such that the processes ought to have made voting easier and not more difficult for members to express their views. More cynical members of the convocation I have encountered have even wondered (although I personally would like to consider such cynicism to be unfounded) why the voting arrangements have been so significantly tightened up on this occasion.

3. In the circumstances, I should be truly grateful if the convocation can urgently consider taking the following actions to allay members' concerns:

(a) Release a public statement (i) explaining to convocation members the rationale behind the significant tightening of the voting procedures in circumstances where there had been no real allegations of irregularities in the votes cast for the 1 September 2015 EGM; and (ii) giving convocation members specific reassurances about the copies of HKID cards being collected by the convocation; and

(b) In order for members to digest (a) above so that they can gain more comfort about the voting process before they give proxies and the like, extend the deadline for the submission of proxies by at least 3 business days to 25 November 2015, if not later.
